So that, both the interviewer and the organization, could choose to use any of them. However, nowadays many employers rather to identify and recruit people by Telephone Interviews in order to look for a Second Interview; plus, in both cases you may not know for how long time you will have to speak.
This type of interview is used in order to choose better those applicants who are worth to be invited for an in-person interview. Basically, in this way the organization decrease the number of possible candidates minimizing time.
